With the development of BJD another part opened in the political situation of the state. During that time the election based Coalition (NDA) was looking for a local accomplice in the state to fortify his political situation in Parliament.  Atal Bihari Vajpayee,Pramod Mahajan came to Odisha convinced Naveen Patnaik and other senior leaders of BJD  became productive when both BJD and BJP consented to make a alliance for the Lok Sabha election of 1998. According to the terms of the alliance, BJD challenged in 12 Lok Sabha seats though BJP challenged in 9 Lok Sabha seats in 1998 Lok Sabha political election. BJD won 9 seats and BJP won on 7 seats.Also in the Lok Sabha election of 1999, BJP won 9 out 9 seats while BJD won 10 out of 12 seats. Naveen Patnaik functioned as the minister of Steel and Mines from 1998 to 2000 in Atal Bihari Vajpayee’s Government, a similar portfolio held by his late father Biju Pattnaik under Morarji Desai and Choudhury Charan Singh between 1977 to 1979.Arjun Charan Sethy and Braja Kishore Tripathy were also work as ministers in Vajpayee’s Government from BJD part. In the year 2000, elections for twelfth Odisha assembly took place. According to the partnership rule, BJD challenged in 84 seats while BJP challenged in 63 seats. Another time unfolded in the state in 2000 when BJD-BJP coalition won the election removing Congress Party from power. BJD became the largest party in assembly by winning 68 seats. After the Assembly Election, BJD and BJP formed a coalition ministry and Naveen Patnaik resigned his Union Minister’s post to become the Chief Minister of new coalition ministry in first week of March . This Coalition Ministry continued till 2004. In the general elections of 2004 both BJD and BJP contested in same seats both in Assembly and Lok Sabha elections. BJD won 11 Lok Sabha seats and 61 Assembly seats in 2004 general elections. Again in 2004 coalition ministry was formed Naveen Patnaik as CM and continued till the general elections of 2009 .This year BJD-BJP coalition came to an end. BJD decided to participate in elections with its own strength.  The avalanche victory of BJD in 2009 general elections expanded the glory of party in public level. Naveen Patnaik showed what him can do as the most well known head of the state. A similar practice went on in the general elections of 2014 and 2019. In 2014 general elections, BJD got 20 Lok Sabha seats and 117 assembly seats and in 2019 general elections, BJD got 12 Lok Sabha Seats and 112 assembly seats. After Freedom, various regional parties were framed in Odisha, just four of them including Biju Janata Dal had came to power. Before BJD other three regional parties formed by Rajendra Narayan Singh Deo (Ganatantra Parishad), Hare Krushna Mahatab (Jana Congress) and Biju Patnaik (Utkal Congress). All the three political parties came to power for just once and steadily slipped into obscurity. Out of the four regional parties which had governed the state at various times in the post-Freedom period, Biju Janata Dal was completely unique. The initial three regional parties were in power in alliance with other party, yet at the same never finished a full five-year term in office. Then again, Biju Janata Dal go on in power for five back to back terms the initial two in organization with BJP and the following three alone.
